A wild hose is extremely dangerous and could kill if it hit you wrong. I come from a family RICH in firefighters and firefighting instructors and those men would have been fired or denied entry for a stunt like this. This is dangerous and unnecessary risk. Whilst the video shows a flailing hose, there appears to be no nozzle on the end, so the guy is not in any great danger of serious injury.
