There is a lot of double standard around this; there still needs to be a distinction, and that’s the motivation. If there is proof he was making apolitical point or in the name of a cause ; he’s a terrorist. If he was in power and systematically wiped out distinct groups he’d be a mass murderer, but by default this certainly applies but by a different distinction.
